To whom it may concern,
I am writing to confirm FESCO Energy (FESCO) recently performed as the prime subcontractor managing approximately $3.7M of a $4.5M design-build energy conservation project at Naval Support Facility, Indian Head. FESCO managed and completed the work on time and to the specifications/needs of the Untied States Navy. They performed Design-Build and Project Management tasks, including the selection and oversight of all second tier subcontractors for the installation of two new, connected compress air plants in two separate enclosures.
FESCO accomplished the work and management for the project and delivered on-time despite that logistical challenge’s present by the COVID-19 pandemic. The design portion was completed ahead of time, which enabled the overall schedule to absorb weather and other unforeseen delays.
FESCO maintained cost control throughout the design and construction and requested no change orders.
Throughout the project FESCO provided a single point of accountability, self-provided Project Manager/Engineer. Quality control reports were provided daily with required information.
Sincerely,
William E. Moiles, PE
Commander, Civil Engineer Corps, United States Navy
